The affluent part of the population is served with technically oriented expensive dental services. The public sector suffers from limited finance, the absence of appropriate technology in restorative dentistry and the lack of a community and preventive oriented approach. When the World Health Organization (WHO) expanded the definition of health in 1948 to mean a complete state of physical, mental, and social well-being, and not simply the absence of infirmity, the move stimulated research to define the major factors affecting health and well-being. Investigators developed model systems of “health-related quality of life” and “oral-health-related quality of life.”
